§ 13. POWERS, ETC., OF PRESIDENT GENERALLY.
   The president shall be the chief executive officer of the corporation and as such shall be a conservator of the peace and have power to arrest, without warrant, and bring to trial any person guilty of a violation of any ordinance or provision of this act, and he is hereby authorized to call upon any male resident of said village over the age of eighteen to aid in the enforcement of the ordinances of said village and to preserve the peace and any person failing or refusing to obey such call shall forfeit and pay to the said corporation a fine not exceeding ten dollars.
