(a) All equipment shall be muffled to minimize noise impact on adjacent properties.
(b) Lights shall be shielded to prevent glare onto residential properties.
(c) Notice shall be given to the Fire Division prior to any burn off. Fire extinguishers shall be maintained on the site during drilling or burn-off operations.
(d) No equipment or material that is not required for the daily operation of the well shall be stored on the site.
(e) Any producing equipment at the wellhead or the storage tanks shall be surrounded by a dike equal to thirty feet by sixty feet by three feet. This dike shall not be breached.
(f) A culvert pipe shall be installed prior to constructing a driveway and approved by the City Engineer and/or the Street Commissioner. The pipe shall be a minimum of twelve inches in diameter and a minimum of forty feet in length.
(g) All waste products produced while drilling shall be contained in surface containers or double lined pits and shall be disposed of properly.
(h) No propane or LP gas shall be used on drilling sites, unless approved by the Fire Division.
(i) In addition, the Fire Division may impose other regulations concerning burn off of by-products and/or the safety and health of residents within the City.
(j) Plugging and/or capping of wells shall be done in accordance with Chapter 1509 of the Ohio Revised Code.
(k) A permanent sign, a minimum of twenty-four inches by twelve inches, shall be posted at the entrance to the well site. The sign shall contain the property owner's name, the well owner's name, emergency telephone numbers and the State permit number.
(l) All equipment and vehicles shall be free of mud prior to entering on the highway so that no deposit is left on the roadway. Any deposit left on the roadway shall be immediately removed.
(m) No brine shall be disbursed on any City roadway without the express consent of the Street Commissioner.
(n) Upon completion of all drilling operations and the removal of all mobile equipment, the permit holder shall notify the Street Commissioner and/or the City Engineer, who will inspect the site and the adjacent roadway. Any roadway damage attributable to the drilling operation or the egress of the drilling equipment shall be repaired at the owner/ operator's expense. The roadway shall be returned to a condition substantially the same as before commencement of the drilling operation.
(o) Upon acceptance by the Street Commissioner and/or the City Engineer of the roadway condition and/or repair, the bond shall be released.
