1313.08 REVIEW STANDARDS IN ALL AREAS OTHER THAN HISTORIC DISTRICTS AND/OR HISTORIC LANDMARKS.
      No building permit shall be issued unless the applicant establishes for the Board that:
   (a)   The applicant has complied with Sections 1313.06 and 1313.10;
   (b)   The exterior architectural character, landscape plan and functional plan of the proposed structure, when erected, will not:
      (1)   Bear a monotonous similarity to other structures or buildings located or currently being built in the same subdivisions, or located within 2,500 feet of the site of the structure for which a building permit is requested, with respect to one or more of the following features of exterior design and appearance:
         A.   Substantially identical facade, disregarding color;
         B.   Substantially identical size and arrangement of either doors, windows, porticos, porches or garages or other openings, breaks or extensions in the facade; or
         C.   Other substantially identical features, such as, but not limited to, setbacks from street lines, height, width and length of elements of building design, and exterior materials and treatments; or
      (2)   Bear a striking dissimilarity, or result in visual discord or inappropriateness with respect to other structures or buildings located or currently being built in the same subdivision, or located within 2,500 feet of the site of the structure for which a building permit is requested, with respect to one or more of the following features of exterior design and appearance:
         A.   Façade, including color;
         B.   Size and arrangement of doors, windows, porticos, porches or garages or other openings, breaks or extensions in the facade; or
         C.   Other significant design features, such as, but not limited to, height, width and length of elements of design, exterior materials and treatments, roof structures, exposed mechanical equipment, service and storage areas, retaining walls, landscaping, signs, light posts, parking areas, fences and service areas; or
      (3)   Be at such variance with other structures or buildings located or currently being built in the same subdivision, or located within 2,500 feet of the site of the structure for which a building permit is requested, as to cause substantial depreciation in the property values of such existing structures or buildings, or structures or buildings currently being built; and
   (c)   The site utilization and orientation of the proposed structure is reasonably integrated with existing roads, drives, vehicular traffic patterns and pedestrian walkways abutting the property upon which the proposed structure is to be built.
