1313.06 POWERS AND DUTIES FOR OTHER THAN THE HISTORIC DISTRICT AND/OR HISTORIC LANDMARKS.
   When the Historic District and/or historic landmarks are not involved, the Board shall have the following powers and duties:
   (a)   All submissions of applications to the Board shall be made through the Building Official, who shall receive all materials from the applicant at least seven days before the Board's next meeting. The Building Official shall review all documents submitted for a building permit and the applicant shall satisfy the Building Official that the documents comply with the requirements hereinafter set forth and with all other ordinances of the Village that have application to the issuance of building permits. The Building Official shall reject any application that does not conform to these requirements. If the application is acceptable to the Building Official, the Board shall review such application at a public meeting within thirty-one days of its receipt by the Chairperson. Where field inspections or detailed reviews are necessary, an application may be tabled for up to thirty-one days; where other unusual circumstances dictate, additional time may be taken by the Board upon notice to the applicant. Within seven days subsequent to its decision, the Board shall report its action, in writing, to the Building Official, action together with the reasons therefor. Such actions shall consist of an "approval," "disapproval" or "preliminary conditional approval" based on stipulated revisions. If the applicant agrees with the conditions of the Board's preliminary conditional approval, the applicant shall make the required change and resubmit the plans to the Board within thirty days so that the Board may issue its final approval. If the Board is notified by the applicant, in writing within thirty days, of objections to the stipulated revisions of a preliminary conditional approval, the Board shall again review the application, together with the applicant's objections. The Board may continue the process until it finally determines to issue an unqualified "approval" or "disapproval," but in any event the Board must reach its determination within ninety days from the receipt of such letter by the Chairperson. The Building Official shall then date and stamp the application as "approved" or "disapproved," advising the applicant in writing, in the latter case, of the reasons for such disapproval.
