Every building permit application for a structure to be built or remodeled in the Village shall be made in writing upon printed forms to be furnished by the Building Official and shall be approved by both the Building Official and the Board. In order for the application to be approved, the applicant shall submit to the Building Official two complete sets of drawings and supplemental specifications, prepared in accordance with good architectural practice, indicating the building or structure exactly as it is proposed to be built. Such documents, accurately drawn to scale and dimension, shall include and conform to the following requirements:
(a) There shall be a site plan or plot plan, accurately drawn to the scale of one inch equaling thirty feet (1"=30'-0"), showing the plot configuration and its perimeter dimensions, all structures on the site with locating dimensions, the location of all structures adjacent to the site within fifty feet of the property line, and all vehicular drives, roads, related parking areas, main walks, walls, fences, major existing landscaping, and erosion and drainage control. In addition, locations and names of adjacent streets, a north arrow, the first floor level and existing and finished grade elevations at each corner of new constructions and at each corner of the site shall be indicated.
(b) Four elevations shall be shown, including a front, rear and two side elevations, together with additional view or cross-sections, if necessary, to completely indicate the exterior appearance of the structures. All elevations shall be drawn to the same scale, which shall be not less than one-quarter of an inch to the foot, and details shall be three-quarters of an inch or one and one-half inch to the foot. Each elevation shall show the accurate location of windows, doors, shutters, chimneys, porches and other architectural features, all materials and finishes, all plumbing fixtures, sewer and drain piping, all electric outlets and their control, and an accurate finish grade line.
(c) There shall be a completely dimensioned floor plan of each level of the construction, drawn to the scale of one quarter of an inch to the foot (¼" = 1' - 0") .
(d) Additional details to show unusual construction shall be included.
(e) Color samples of all major finish materials shall be included.
(f) For new construction, drawings or photographs of existing structures that are to remain on the site shall be included, and for additions to existing structures, drawings or photographs of all elevations from which the addition can be seen shall be included.
(g) A topographic survey, in the form set forth in Section 1315.04, shall be included, and the same shall contain all information shown on such form. If the Building Official, after consultation with the Architectural Board of Review, shall determine that further study is desirable with respect to soil conditions, subsurface water conditions, surface drainage, flood plain elevations, construction or other conditions where engineering advice should be obtained, the applicant shall pay to the Village that sum required to cover the fees and expenses of the Village Engineer and any related fees for outside services pertaining thereto. No building permit shall be issued until such topographic survey has been first approved by the Village Engineer. No construction, erection or moving of any building, or addition thereto, shall proceed after the footers are in place, until the Building Official has approved the grade. The Building Official may waive the requirement of a topographic survey where the remodeling, alteration or addition will be constructed in conformity with the established grade.
(h) There shall be a detailed landscape plan accurately drawn to a scale not less than one inch equaling twenty feet (1" = 20' - 0') and shall include any/all exterior lighting. (Ord. 2014-01. Passed 3-11-14.)
