All department heads are responsible to the City Manager for the effective administration of their respective departments and all activities assigned to them. All department heads or their designated representatives charged with the enforcement of any provisions of this code shall be permitted to issue a “citation,” i.e., a complaint or notice to any alleged violator upon which he shall record an occurrence involving one or more violations of this code by the person cited, demanding the violator to appear in court within a reasonable time to answer the alleged violation contained in the citation. This section is not to be construed as granting the power to arrest, where that power is not otherwise authorized.

The position of Ordinance Enforcement Officer, under the supervision of the Police Chief, is for the purpose of a more selective and effective enforcement of nuisance, general building, public service, and business licensing ordinance provisions. The officer, if qualified and authorized by his supervisor, may carry a sidearm. He shall, in his enforcement duties be permitted to issue a “citation,” i.e., a complaint or notice, to any alleged violator, a complaint of notice, upon which he shall record any occurrence involving one or more violations of this code by the person cited, demanding the violator to appear in court within a reasonable time to answer the alleged violation contained in the citation. The permission herein granted shall not be construed as granting the officer the power to arrest.

In case of a vacancy in office or during the absence of any department head, the City Manager may designate an interim acting head, but any interim appointment shall be terminated if thereafter disapproved by the City Council. All department heads shall keep informed as to the latest practices in their particular field and shall inaugurate, with the approval of the City Manager, such new practices as appear to be of benefit to the service and to the public.

The Council may direct any department, division, or bureau to perform the work for any other department, division, or bureau, or may delegate to any officer or employee any duties other than those established for the department, division, or bureau to which he may be assigned.

Reports of the activities of each department shall be made to the City Manager as requested. A summary of all such reports shall be made by the City Manager and submitted to the Council. Each department head shall establish a system of records and reports in sufficient detail to furnish all information necessary for proper control of departmental activities, and to form a basis for the periodic reports to the City Manager. The City Manager shall submit a written report to the Council as soon as possible after the close of each month, showing the operation and expenditures of each department for the preceding month. He shall keep the Council fully advised at all times as to the financial condition and needs of the city.

Each department head shall be held responsible for the preservation of all public records under his jurisdiction, and shall provide a system of filing and indexing the same. No public records, reports, correspondence, or other data relative to the business of any department shall be destroyed or removed permanently from the files without the knowledge and approval of the department head.
