(a) No person shall be present, congregate, or remain inside Haskins Park or Canaday Park without prior written approval of the City Manager or his agent between the hours of 11:00 p.m. and 5:00 a.m. daily.
(b) No person shall fail to disperse from Haskins Park or Canaday Park at the order of a police officer between the hours of 11:00 p.m. and 5:00 a.m. daily.
(c) The penalty for a first violation of 539.03(a) is a minor misdemeanor as that term is defined in the Ohio Revised Code. The penalty for subsequent violations of 539.03(a) is a fourth degree misdemeanor as that term is defined in the Ohio Revised Code. Violations of 539.03(b) shall be a fourth degree misdemeanor.
