1503.05 TANK VEHICLES.
   (a)    Tank vehicles shall not be operated unless they are in proper repair, devoid of accumulation of grease, oil, or other flammables, and free of leaks.
 
   (b)    The driver, operator or attendant of any tank vehicle shall not leave the vehicle while it is being filled or discharged. Delivery hose, when attached to a tank vehicle shall be considered to be a part of the tank vehicle.
 
   (c)    Motors of tank trucks or tractor-trucks shall be shut down during making and breaking hose connections for Class I or II petroleum liquids. If loading or unloading is done without the use of a power pump, the tank-truck or tractor-truck motor shall be shut down throughout such operations.
 
   (d)    In every tank compartment sufficient space shall be left vacant to prevent leakage from, or distortion of, such tank compartment by expansion of the contents due to rise in temperature in transit. No tank compartment shall be loaded to a volume in excess of eighty percent (80%) of its rated capacity.
 
   (e)    No one shall smoke in, on, or in close proximity to any tank vehicle at any time.
 
   (f)    It will be the responsibility of the driver of the tank truck or tractor-truck to notify the Fire Department immediately when a spillage or leakage of a large quantity of flammable liquid occurs during his filling or discharging of his tank truck or tractor-truck.
 
   (g)    The driver shall not leave the scene until the Fire Department has arrived upon the scene or otherwise given its permission for him to leave the scene.
