(a) There shall be no smoking on the driveway of service stations in the areas used for fueling motor vehicles, dispensing flammable anti-freeze or the receipt of products by tank truck, or in those portions of the building used for the servicing of automobiles, tractors or internal combustion engines.
(b) No delivery or receipt of motor fuel shall be made into the fuel tank of motor vehicles while the engine is running.
(c) Premises shall be kept clean and neat and free from rubbish and trash.
