1503.01 DEFINITIONS.
   For the purpose of these rules the following definitions shall be applied:
   (a)    "Above ground storage" shall mean any storage of petroleum liquids above ground in any container or tank having capacity greater than sixty (60) gallons except tanks, which are part of a process unit.
   (b)    "Approved" shall mean approved by the Fire Marshal in conformity with these regulations. Where no standards are specifically provided in these regulations, then such approval by the Fire Marshal shall be in substantial conformity with generally accepted standards of safety as contained in the principles, standards or tests prescribed by such bodies as the National Board of Fire Underwriters, the Underwriters Laboratories Incorporated, the American Petroleum Institute, and the National Fire Protection Association.
   (c)    "Baffle" shall mean a perforated transverse partition of a cargo tank.
   (d)    "Bulk plant" shall mean any tank loading or unloading equipment or buildings used for the storage and handling (which may include cold blending or heating for the purpose of handling) of processed petroleum liquids for distribution by tank vehicle, tank car, pipeline, boat or containers but shall not include such facilities at a refinery.
   (e)    "Cargo tank" shall mean any container having a liquid capacity in excess of 100 gallons, used for the carrying of petroleum liquids, and mounted permanently or otherwise upon a tank vehicle. The term "cargo tank" does not apply to any container used solely for the purpose of supplying fuel for the propulsion of the tank vehicle upon which it is mounted.
   (f)    "Compartment" shall mean a liquid-tight transverse closure at the end of or between compartments of a cargo tank.
   (g)    "Container" shall mean any vessel used for the transportation of petroleum liquids, which can be removed from the vehicle for filling and emptying and also any vessel used for the storage of petroleum liquids, which is portable and is not attached to a piping system.
   (h)    "Fire Marshal" shall mean the Fire Marshal of the State of Ohio.
   (i)   "Owner" - The word "owner" shall be given its ordinary meaning and be held to include any trustee, a board of trustees of such property, or any person having a freehold interest in property, but a mortgage not in the possession of such property shall not be deemed an owner thereof.
   (j)    "Petroleum refinery" shall mean a plant in which crude petroleum, other petroleum liquids or products of similar character and uses are separated, converted or purified.
   (k)    "Service station" shall mean and include any premises or portion of premises, public or private, having fixed equipment for dispensing gasoline or other petroleum liquids into the fuel tanks of self-propelled vehicles or portable internal combustion machines, but shall not include installations or equipment on farms for private use primarily for agricultural purposes.
   (l)    "Tank" shall mean any fully enclosed vessel, which is used for storage of petroleum liquids and is fixed in place or connected with a piping system.
   (m)    "Tank truck" shall mean any single self-propelled motor vehicle equipped with a cargo tank mounted thereon, and used for the transportation of petroleum liquids.
   (n)    "Tank full-trailer" shall mean any vehicle, without motive power, equipped with a cargo tank mounted thereon or built as an integral part thereof and used for the transportation of petroleum liquids, and so constructed that when drawn by a truck or tractor-truck no part of its weight rests upon the towing vehicle.
   (o)    "Tank semi-trailer" shall mean any vehicle, without motive power, equipped with a cargo tank mounted thereon or built as an integral part thereof, and used for the transportation of petroleum liquids, and so constructed that when drawn by a tractor-truck by means of a fifth wheel connection, some part of its load and weight rests upon the towing vehicle.
   (p)    "Tank vehicle" shall mean any tank truck, tank full-trailer, or tractor and tank semi-trailer combination.
