(a) No person shall move, construct, erect, repair, alter or add to any building or structure without a valid building permit issued by the City Manager. No building permit shall be required for minor interior or exterior repairs, or for alterations to or in buildings, which do not involve any change in their supporting walls, members or structural parts, or in their stairways, elevators or fire escapes.
(b) No building permit shall issue without a water service connection permit as described in Section 921.01 when it appears that the construction, erection, repair, alteration or addition to any building or structure would involve new connections to the City water system or alteration to the existing connections of the City water system.
