(a) No person shall make any connection to, or any extension of to any other dwelling or building, or permit any other person to make any connection to or extension of to any dwelling or building, with the City water system, or make use of any connection or use of the water system or City water, without first making written application to and receiving the approval of the City Manager or his designee and paying the proper fees for such connection or use of the City water system.
(b) All such applications for connection or alteration to the existing connections of the City water system shall be accompanied by an application for a building permit as described in Section 1315.01.
(c) No building permit shall issue without a water service connection permit as described herein when it appears that the construction, erection, repair, alteration or addition to any building or structure would involve new connections to the City water system or alteration to the existing connections of the City water system.
