SECTION 58. ELECTIONS; TIME OF HOLDING ELECTIONS.
   The first election of officers under the amendment to Section 3 expanding the City Commission to five members shall be held on the date set for the general election by the laws of the State of Ohio which is the first Tuesday after the first Monday in November, 1977, and the officers so elected shall take office on the first day of January, 1978. The first primary election hereunder shall be held on the date prescribed by the Ohio Revised Code of holding primary elections unless changed by ordinances of the City Commission. Thereafter the primary shall be held every two years starting in 1979 for two members and 1981 for three members of the City Commission.
   The term of the officers elected shall be for four years for the three candidates receiving the highest number of votes and two years for the two candidates receiving the next highest number of votes. Thereafter all terms shall be for four years with the next regular election for a four year term for two members of the City Cimmission being held at the general election in 1979 and for three members for a four year term at the general election in 1981, and thereafter regular municipal elections shall be held every two years.
   Any matter which by the terms of this charter may be submitted to the electors of the City at any special election may be submitted at a primary election or a regular municipal election.
