There is hereby created a City Commission of five electors of the City, elected at large, who shall hold office for a term of four years, beginning on the first day of January, after their election, except as modified by Section 58 of this charter.
All the powers of the City, except as otherwise provided in this charter, or by the constitution of the State, are hereby vested in the City Commission; and except as otherwise prescribed by this charter or by the constitution of the State, the City Commission may, by ordinance or resolution, prescribe the manner in which any power of the City shall be exercised.
