It shall be unlawful for any person, firm, or corporation to purchase, at wholesale or retail; use fire; set off; discharge; set in motion; explode; or ignite, within the limits of the city, any fireworks, as described, prohibited, and denounced in §§ 94.45 and 94.46, except holders of permits, as provided for in § 94.48.
