Any person who desires to organize, conduct, operate or present to the public an open air market, shall first make application with the city council and secure from the city clerk a license or permit to operate such a market. When applying for a license or permit to conduct or organize an open air market, the organizer must first pay to the city clerk a fee in such amount as established by the city council.
