It shall be unlawful for any person to drink, or offer to others for drinking, any beer, wine, liquor or other intoxicating beverages in any public place, street, alley or public parking grounds within the corporate limits of the city, except in those places duly licensed to sell such beverages by the drink, and it shall be unlawful for any person to drink, or offer to others for drinking, any beer, wine, liquor or other intoxicating beverages in any vehicle while same is on any street, alley or public parking grounds within the corporate limits of the city.
