A. All new streets or alleys must be free of any encumbrance for its full length from its junction or extension with existing street or alley before being opened.
B. All new streets or alleys dedicated to the city for public use must be cleared of all fences, ditches, buildings, trees or other obstructions for its full width and length by the person so dedicating such street before request can be made to the city for the grading, surfacing and maintaining such street or alley, or for the laying of water lines, sewer lines or other utilities.
