5-8-8: PROHIBITED USES AND ACTIVITIES:
   A.   Noise Exceeding Limits: No person shall produce, cause to be produced, or allow to be produced, by any means, any sound within any property which, when measured inside or at the property line of the property receiving said noise, exceeds the applicable sound level limits set forth in section 5-8-2 of this chapter.
   B.   Adjacent To Specific Facilities: No person shall produce, cause to be produced, or allow to be produced, by any means, any sound on any street adjacent to any school, church, institution of learning, court while in session, or hospital which, when measured inside or at the property line of said school, church, institution of learning, court while in session, or hospital receiving said noise, exceeds the applicable sound level limits set forth in section 5-8-2 of this chapter; provided, however, that streets adjacent to those properties shall be clearly marked by conspicuous signs identifying those areas.    C.   Residential Areas: Within any residential area of the City, it shall be unlawful:
      1.   For any person to make, create or maintain any unreasonably loud, disturbing and unnecessary noise within the City. Noise of such character, intensity or duration as to be detrimental to the life, health, comfort or repose of an individual is prohibited.
      2.   To play any radio, phonograph or any musical instrument or operate a sound amplifying device within the City in such a manner or with such volume, especially during the hours between ten o'clock (10:00) P.M. and seven o'clock (7:00) A.M., as to annoy or disturb the quiet, comfort or repose of persons in any dwelling, hotel or other type of residence, except as more specifically set forth herein.
