The purpose of this code is to provide for the protection of life, limb, health, property, public safety, and welfare of citizens; and abatement of unsafe premises by repair, vacation, sealing, or the removal of an unsafe building, or buildings, in or upon unsafe premises; or, the extermination of vermin or about unsafe premises.

For the purpose of this chapter, the definitions described in The Indiana Statutes are hereby adopted, and supplemented as follows:
DEPARTMENT. The City Department of Engineering.
ENFORCEMENT AUTHORITY. The City Engineer, as the chief administrative officer of the Department of Engineering.
HEARING AUTHORITY. All members of the Board of Public Works and Safety and two additional members designated and appointed by the Mayor.
SUBSTANTIAL PROPERTY INTEREST. Defined as stated in I.C. 36-7- 9-2.
UNSAFE BUILDING or UNSAFE PREMISES. Defined as stated in I.C. 36-7-9-4.

The Department of Engineering, or any of its officers, may rely upon any officer of the County Board of Health in making a determination that a building or premises is unsanitary, unfit for human habitation, or in such a condition that it is likely to cause sickness or disease. The Department, or any of its officers may rely upon the Fire Chief or Assistant Fire Chief of the City Fire Department in determining that a building or premises is a fire hazard.
