(A) Any owner or operator of any taxicab, as defined in § 111.01, who desires a license shall make application to the Clerk-Treasurer of the city, in writing, stating therein the following information.
(1) The seating capacity of the automobile to be operated.
(2) The maximum number of persons proposed to be carried at any one time.
(3) The fare which the owner or operator proposes to charge each passenger for a single continuance passage within the city.
(4) The registration number of the vehicle.
(B) It shall be unlawful for any owner or operator of any taxicab licensed under this code, to charge any fare in excess of that named and fixed in the application for license.
