If the distributor objects to the determination of the village clerk that the use, installation and maintenance of the newspaper vending machine violates any provisions of this chapter, then the distributor may within ten (10) days after the notice required in section 3-6-7 of this chapter appeal the determination to the mayor and village council by letter stating the reason for the appeal and a hearing thereon shall be held within ten (10) days after receipt of the notice of appeal. The appealing party shall be given not less than five (5) days notice of the hearing. The decision of the mayor and village council shall be final. (Ord. O-8-82, 5-10-1982)
