A. Permits: It shall be unlawful for any person to erect, place, maintain or operate a newspaper stand or newspaper vending machine on any public way in the village without first obtaining a permit for such stand or machine from the village clerk.
B. Fee: The annual permit fee for such machine shall be as set out in section 3-5-1 of this title and be due on May 1 of each year and will expire on April 30 of each year, evidenced by a decal in the form prescribed by the village clerk and affixed to said newspaper stand or newspaper vending machine.
C. Application For Permit: Application for such permit shall be made in writing to the village clerk upon the form provided, and shall contain the name and address of the applicant, the proposed specific location of said newspaper vending machine or newspaper stand and shall be signed by the applicant.
