   B.   Fees Prorated:
      1.   Any person conducting or engaging in any of the foregoing businesses, trades, callings, occupations or employments, as set forth in this chapter, who has commenced a new business, trade, occupation, calling or employment between May 1 and October 31, shall pay the full license or permit fee as set forth above.
      2.   Any person conducting or engaging in any of the foregoing businesses, trades, callings, occupations or employments, as set forth in this chapter, who has commenced a new business, trade, occupation, calling or employment between November 1 and April 30, shall pay one-half (1/2) of the license or permit fee as set forth above.    C.   Renewal Required: All annual licenses issued to a person conducting or engaging in any of the foregoing businesses, trades, callings, occupations, or employments, as set forth in this chapter, shall be renewed before May 1 of each year upon payment of the required fee. The administrative procedures as outlined in chapter 1 of this title and the penalty provisions as set forth in section 3-5-2 of this chapter, shall apply to such renewal and to any noncompliance on the part of a licensee.
