No person shall operate or manage any amusement which is open to the public without obtaining a license therefor. Applications for such licenses shall be made in the manner provided for in this code. The license fees for such licenses shall be as provided in section 3-5-1 of this title.
Any person sponsoring an amusement or place of amusement defined herein shall be required to provide adequate police protection for such activity consisting of at least one officer or other authorized person for each one hundred (100) patrons or less, and shall be responsible for the payment of such police protection.
