§ 96.01 PUBLIC PARKS.
   The rules and regulations recommended to the City Council by the Police Department of the city and the City Public Services Department applicable and related to the city's public parks shall be and are hereby adopted and approved as follows:
   (A)   It shall be unlawful for any person to be on city park property without permission after the park has closed. City parks will be considered open between the hours of dawn to dusk permission for use of the parks or any section thereof may be granted by the Parks and Recreation Administrator of the city.
   (B)   It shall be unlawful to have an open fire in any part of the park except in areas designated as proper and safe for open fires.
   (C)   Reservations must be made with the Parks and Recreation Administrator of the city for use of the building facilities or gazebo at Florence Nature Park.
   (D)   Persons wishing to use ball fields at a city park must reserve a date and time for such use with the Boone County Parks Department. Persons wishing to use tennis facilities or shelters at a city park must reserve a date and time with the city Parks and Recreation Administrator. A fee may be assessed to offset any costs that might be incurred at the discretion of the Parks and Recreation Administrator of the city.
   (E)   It shall be unlawful for anyone to have a pet in a city park unless the dog is on a leash at all times. No owner or custodian of any pet shall cause or allow such animal to soil, defile or defecate on any property within a public park of the city, unless such owner or custodian immediately removes and disposes of all feces deposited by such animal by the following methods:
      (1)   Collection of the feces by appropriate implement and placement in a paper or plastic bag or other container; and
      (2)   Removal of such bag or container and disposition thereafter in a manner as otherwise may be permitted by law.
   (F)   It shall be unlawful for anyone to dispose of litter in the park except in trash containers provided for that purpose.
   (G)   It shall be unlawful to operate or ride in or on any motorized vehicles of any type, including but not limited to automobiles, trucks, motorcycles, ATVs, mini bikes or mopeds, in any city park except on park roads and in designated parking areas. When necessary the Parks and Recreation Administrator of the city may authorize parking outside of designated parking areas to meet the needs of special events. This regulation shall not apply to law enforcement officers, maintenance employees of the city or county, or any other public official engaged in the discharge of their duties.
   (H)   It shall be unlawful for any person, corporation, or other entity to conduct or engage in any form of trade, business or other commercial activity or perform any type of service for consideration within a city park without the permission of the Parks and Recreation Administrator of the city.
   (I)   It shall be unlawful for any person to ride or drive a horse in a city park except in those areas designated as bridle paths without the approval of the Parks and Recreation Administrator of the city.
   (J)   It shall be unlawful for any person to practice golf by hitting golf balls within a city park.
   (K)   It shall be unlawful for any person to repair or service any motor vehicle within any city park.
   (L)   It shall be unlawful to camp overnight in any city park without written approval of the Parks and Recreation Administrator of the city.
   (M)   It shall be unlawful to cut or remove any trees, flowers or vegetation from within city parks without the approval of the Parks and Recreation Administrator of the city.
   (N)   It shall be unlawful for any person to display, post, distribute, or place any sign, advertisement, circular notice, statement; banner, emblem or design within any park without the written approval of the Parks and Recreation Administrator of the city.
   (O)   Surfaced courts are to be used for their intended sports only. It shall be unlawful to use bicycles, skateboards, roller blades, roller skates, and the like, on surfaced courts.
   (P)   It shall be unlawful to hunt, trap or in anyway injure or molest any wild animal found within the boundaries of the parks except when approved by the Parks and Recreation Administrator of the city.
   (Q)   It shall be unlawful for any person to possess or consume any alcoholic beverage in any city park this regulation shall not apply to groups with approval from the Parks and Recreation Administrator of the city.
