It is hereby adopted by the City of Flora, Illinois, all available common law and statutory law of the State of Illinois as now in force and exists or hereinafter adopted or amended unless specifically excluded hereby for the purpose of regulating both natural drainage and man made drainage in the City of Flora, Illinois and any and all areas outside the City of Flora, Illinois as allowed by law.
The City of Flora, Illinois hereby bans the use of any chemicals and/or herbicides which defoliate and inhibit the growth of plants in the city rights-of-way or easements in such a way as to cause erosion or inhibit drainage of water in the said city drainage easements or rights-of-way without the permission of the City of Flora, Illinois.
