There shall be no hawking or crying of goods for sale, and no person shall sell at auction any article of any kind whatsoever within the limits of the Flint Municipal Market unless a special auction permit is obtained from the Market Supervisor for a fee established by the Market Supervisor based on the anticipated auction receipts.
