(a) Premises. The building shall provide an office, storage space for freight, docking facilities and rest rooms, properly lighted and heated. Space shall be arranged on the premises adequate to park and maneuver aircraft and ground equipment.
(b) Aircraft. The operation shall own or have under lease one (1) or more aircraft adequate to perform the service offered.
(c) Equipment. The operation shall own or have under lease, sufficient and adequate ground equipment to provide safe and efficient transport and handling of cargo.
