All charges for use of the City’s sewage disposal system shall be due and payable at the same time and place that the City of Flint water bills are due and payable. They shall be included in the same bills but shall clearly indicate the amount of the bill allocated to charges for use of the City’s sewage disposal system (except for the provisions of § 46-64 hereof), and shall be collected at the same time and in the same manner as water bills, in addition to any other penalties provided by law, the City may cut off from the property the use of the City water supply system and if the water is obtained from a source or sources of supply other than the City’s water supply system, the discharge thereof into the City’s sewage disposal system shall be illegal and the owner of the property subject to fine or imprisonment as is provided for violation of this Code.
