§ 46-64  MEASURING QUANTITY OF WATER USED FROM SOURCES OTHER THAN CITY SYSTEM.
   The owner or owners of each property utilizing water from a source or sources other than the water supply system of the City of Flint shall measure the quantity of the water by installing, without cost to the City, a meter or meters to measure the quantity of the water. No meter shall be installed or be used for that purpose without the approval of the City’s Director of Public Works. If the owner of the property fails to install and maintain, at his or her expense, an approved meter or meters, the Water Supply and Pollution Control Superintendent shall make an estimate of the amount of water from sources other than the City’s water supply system which is discharged into the sewage disposal system from the property, using the consumption of water based upon the operation of the business of the occupant of the premises as a standard, and bill the estimated water so discharged into the City’s sewage disposal system as though the same was metered.
