(a) For those premises located outside the City of Flint and connected to the City of Flint sewage disposal system, charges for such service commencing with billings on or after June 1, 1986 shall be at a rate as established in § 46-57(a), (b), (c), (d) and (e) hereof and commencing with billings on or after July 1, 1987, shall be at rates as established in § 46-57.1.
(b) Notwithstanding any rates established by any ordinances of the City, the City Council may authorize, by contract, other rates for the use of the sewage disposal system of the City by premises located outside the City.
(c) The charges provided in § 46-57(a), (b), (c), (d) and (e) or § 46-57.1 shall not apply to those premises located along Carpenter Road in the Beecher Metropolitan District so long as City residents located along the Beecher Metropolitan District boundary who utilize the Beecher Metropolitan District sewer disposal system are provided such service at the same rate as residents of the Beecher Metropolitan District. So long as the preceding condition exists, these premises shall pay the same rate for sewage service as resident of the City.
