(a) For those premises located outside the City of Flint and connected to the City of Flint water supply system, water shall be supplied at rates established in § 46-52(a), (b), (c) and (d) hereof; and beginning with all water billed after July 1, 1987, at rates established in § 46-52.1(a), (b), (c) and (d); provided, however that all outside City facilities owned by the City of Flint shall pay such rates as provided for inside City users.
(b) Notwithstanding any rates established by an ordinance of the City of Flint, the City Council of the City of Flint may authorize, by contract, other rates for supplying of water from the City of Flint water supply system to premises located outside the City of Flint.
(c) The charges for services to outside City users provided in §§ 46-52 and 46-52.1 hereof shall not apply to those premises located along Carpenter Road in the Beecher Metropolitan District so long as City residents located along the Beecher Metropolitan District boundary who utilize the Beecher Metropolitan District water supply system are provided such water supply service at the same rate as residents of the Beecher Metropolitan District. So long as the preceding conditions exist, these premises shall pay the same rate for water as residents of the City of Flint.
