282.13   APPROVAL BY OFFICIALS.
   Subject to the provisions of Sections 282.14 through 282.16, and to the provisions of Section 6.03C. of the City Charter and provided that Council, by general or special appropriation, has provided the funds therefor, only the following officials may authorize any expenditure relating to their respective departments:
   (a)   Any department head, in an amount up to four hundred dollars ($400.00); amounts from four hundred dollars and one cent ($400.01) to one thousand dollars ($1,000) may be spent on noncapital expenditures with the approval of the Mayor; all other expenditures with the approval of the Board of Audit and Review.

   (b)   The Mayor, up to one thousand five hundred dollars ($1,500), to be specifically charged to and not to exceed the amount established in the approved budgeted Mayor's account;
   (c)   Any Council committee, upon a majority vote of the committee, in an amount up to one hundred dollars ($100.00), to be specifically charged to and not to exceed the amount established in the approved Council account.
