282.16 EXCEPTIONS TO PROCEDURES.

The following goods and services may be purchased or contracted for without compliance with Sections 282.14 and 282.15:

(a) Professional and consulting services including but not limited to the services of an attorney-at-law, architect, surveyor, engineer, certified public accountant, construction project manager, consultant, appraiser or a practitioner of medicine or any branch thereof;

(b) The services of any person as an employee on the payroll of the City; and

(c) Goods or materials which are patented or copyrighted or otherwise unique and are supplied by only one (1) supplier, for which there is no reasonable substitute of use to the City.
