The purpose of this chapter is to regulate the use and installation of alarm devices, to promote their responsible use, and to reduce or eliminate the incidence of false alarms. The Eureka Police Department and the Humboldt Bay Fire Joint Powers Authority ("JPA") (of which the City of Eureka is a member agency) respond to over 1,100 false alarms every year, often at the same location. Before the city joined the JPA, the Eureka Fire Department also responded to a large number of false alarms every year. This high incidence of false alarms reduces the ability of Police and Fire to respond to valid alarms and other emergencies, which constitutes a hazard to emergency responders and to the general public.
