All roofs of every dwelling unit shall be maintained weathertight and equipped with gutters and downspouts connected to a public storm sewer. However, this requirement shall be waived for existing buildings if, in the opinion of the Storm Water Program Manager the drainage does not create a nuisance on public or private property and is not causing damage to the dwelling or any appurtenant structure.
