1773.01 COMPLIANCE REQUIRED; INTERPRETATION.
   Every building and the premises on which it is situated shall comply with the provisions of this Code, whether or not such building had been constructed, altered or repaired before or after the enactment of this Code, and irrespective of any permits or licenses which have been issued for the use of or occupancy of the building or premises for the construction or repair of the building, or for the installation or repair of equipment or facilities prior to the effective date of this Code. This Code establishes minimum standards for the initial and continued occupancy and use of all such buildings, and does not replace or modify standards otherwise established for the construction, repair, alteration or use of the building, equipment or facilities contained therein, except as provided in Section 1773.02.

1773.02 ENFORCEMENT OF AND COMPLIANCE WITH OTHER ORDINANCES.
   No license or permit or other certification of compliance with this Code shall constitute a defense to any violation of any other ordinance of the City applicable to any structure or premises, nor shall any provision herein relieve any owner, operator or occupant from complying with any other provisions, nor any official of the City from enforcing any other provisions.

1773.03 AUTHORITY OF BUILDING COMMISSIONER AND BOARD OF HEALTH.
   The provisions of this Code shall be enforced by the Building Commissioner and the Board of Health or their authorized representative.

1773.04 EXERCISE AND DELEGATION OF AUTHORITY.
   The Building Commissioner and the Health Commissioner may determine that any section of the Health and Sanitation Code or this Building and Housing Code may be made responsible for the enforcement of any particular section or sections of this Code. However, the Building Commissioner and the Health Commissioner shall jointly be responsible for the enforcement of the provisions of this Code except where such responsibility is expressly vested in only one.

1773.05 RULES AND REGULATIONS.
   The Building Commissioner shall have the power to make such rules and regulations as may be necessary for carrying out the provisions of this Code. Such rules and regulations shall be in writing, shall be available to the public for inspection, and shall be published in at least three issues of a daily newspaper circulated in the City, before they become effective.

1773.06 NONCOMPLIANCE; DECLARATION OF NUISANCE.
   Any nonresidential structure which fails to comply with the requirements set forth in this Code shall be deemed a nuisance and detrimental to the health, safety and welfare of the inhabitants of the City.
