(a) No person shall have or give any musical, theatrical or other entertainment, nor shall any military society or other parade, procession, public gathering or meeting of any kind take place, in any of the parks. No person shall, in any park or in any restaurant, building or place in the park, solicit fares, beg, publicly solicit subscriptions or make an oration, harangue, demonstration or address in a park, nor shall the speakers' stand be used except upon issuance of a permit by the Service Director, nor shall any ball games be held or played without a permit.
(b) The placing of any structure, sign, bulletin board or advertising device of any kind whatever, or the erection of any post or pole, or the attachment of any notice, bill, poster, sign, wire, rod or cord to any tree, shrub, fence, railing, fountain, wall, post or structure, or the placing of any advertising, decoration or other device of any kind whatever on any of the vases, statues, bridges or monuments in any park or parkway, is prohibited without a permit issued by the Service Director.
No person shall remove, destroy, injure, break, mutilate or deface in any way any structure, monument, statue, vase, fountain, wall, fence, railing, vehicle, flower or other property in any park or parkway.
No person, other than an employee of the parks, shall bring upon any of the parks or have in his or her possession while therein any tree, shrub or plant or any newly plucked branch or leaf of a tree, shrub or plant.

(a) Dogs, when leashed and accompanied by their owners or other persons in charge of such dogs, shall be permitted onto public parks. Dog owners or other persons in charge of such dogs shall be required to pick up any waste left by their dogs. Dogs shall not be permitted within amenities of the public parks including playgrounds, playing fields, bleacher areas, ball courts, gardens and pavilions or other buildings.
(b) Domestic animals will not be allowed to run at large, and if found within the park limits may be impounded. Domestic animals shall be deemed running at large when such animal is not on a leash and held by a person capable of controlling such animal.
(c) No domestic animals will be allowed to enter any of the pools, ponds, fountains or streams within the public parks.
(d) Owners of dogs or other animals damaging or destroying park property will be held liable for the full value of the property damaged or destroyed in addition to the penalty imposed for a violation of this chapter.
