The cost for the street maintenance program shall be at a rate of five dollars ($5.00) per motor vehicle on each and every motor vehicle the registration district of which, as defined in Ohio R.C. 4503.01, is the City of Euclid.

795.04 EFFECTIVE PERIOD OF PROGRAM.
The street maintenance program shall be in effect for the registration year commencing January 1, 1993, and for each and every year thereafter.

795.05 PAYMENT UPON APPLICATION FOR REGISTRATION.
The cost for the street maintenance program shall be paid to the State Registrar of Motor Vehicles or to a Deputy Registrar at the time application for registration is made.

795.06 USE OF PROCEEDS.
All proceeds derived from the street maintenance program shall be used for the purposes set forth in Ohio R.C. 4504.06 and for costs and expenses incurred in collection of program costs and enforcement of the provisions of this chapter.
