§ 130.13 LIBRARY RULES.
   It shall be a civil offense for any person to retain, or otherwise not comply with the rules of the library with respect thereto, any book, newspaper, magazine, pamphlet, manuscript or other property belonging in or to, or on deposit with, the Carnegie Public Library, or any branch or bookmobile operated in connection therewith, for a period exceeding 21 days after first notice, a notification shall be sent by certified mail, return receipt requested, with the return card showing receipt by or refusal by the addressee, to the borrower’s address on file with said library, said notification given after the expiration of the time during which by the rules of said library such article or other property may be kept. Such notice shall bear on its face a copy of this section.
