No person shall throw, deposit or cause or permit to be thrown or deposited into any river, pond, stream, drainage ditch or place from which it may wash or fall therein, any tin can, scrap iron, junk, fill or any material of any kind whatsoever which may obstruct or change the course of the flow of water therein. A separate offense may be deemed committed each day during or on which a violation of this section occurs or continues.

The City, through the Office of Safety Service, shall cause all allowable garbage and rubbish to be collected, on a routine and regular schedule, from the premises of account holders in good standing. Delays due to holidays or inclement weather shall be publicized promptly and reasonably.

(a) All junk and other material on the curbside/collection site are the property of the City. No person shall separate, collect, remove or dispose of the same, except under the direction of the Director of Safety-Service and as herein provided.
(b) Repairable or usable household items and scrap metal shall not be removed from the curbside/collection site.
(c) No person shall remove any recycling materials from the curbside/collection site.

No person shall dispose of, bury, burn or dump, within the limits of the City, any garbage or rubbish accumulated within or without the City. In the interest of public health and sanitation, all other existing dumping places within the City are hereby declared to be a nuisance and ordered closed.

The Director of Safety-Service, for the purpose of collecting and disposing of garbage, rubbish, newspapers, commingled recyclable materials and yard waste, is hereby authorized and directed to make such rules, regulations, and standards for such collection and disposal as are necessary or convenient, including the division of the City into collection districts.
