(a) In accordance with existing ordinances, it is hereby deemed necessary that commercial and industrial plans be approved by a registered architect after submission to the Building Department for approval.
(b) Upon approval of commercial and industrial plans by a registered architect, such architect shall be paid from the General Fund a sum in keeping with the appropriate schedule of architect's fees for each plan approved by the architect.
