Effective December 1, 1992, all users classified as industrial users shall be subject to an industrial monitoring charge of twenty-five cents $0.25 per 100 cubic feet of billed volume. Effective March 1, 2003, this charge shall also be applied to commercial users whose discharge has been determined to require monitoring by the City. This charge shall be reviewed annually and included in the rate analysis report identified in Section 937.11.
