The Safety-Service Director shall prepare an initial and thereafter, annual rate analysis report during the useful life (twenty to forty years) and operation of the treatment works built with grant funds, following the procedure specified in this chapter.
The Director's annual rate report shall be reviewed by the Water Pollution Control Board and filed with the recommendation of the Board at the office of the Clerk of Council by May 10 of each year. The rate report and recommendation shall be reviewed by Council. Under Section 3.08(h) of the City Charter, Council may set rates as deemed necessary.
