(a) The Safety-Service Director or his or her representative shall, for the purpose of applying sanitary sewer user charges and debt service charges, classify all users of the City system in one of the following classes:
(1) Residential;
(2) Commercial (with subclassifications including, but not limited to, those listed in Section 937.12);
(3) Government institutional; and
(4) Industrial.
(b) The waste flow from an industrial user may be classified as commercial if the waste flow discharged is segregated domestic wastes from sanitary conveniences.
An industrial user may have more than one type of flow from the same property, provided that there are separate water meters and separate building sewers for the different classifications of waste flow.
Any industrial user whose wastes are not separated shall have the total waste flow placed in the industrial user class.
