937.12 SCHEDULE OF RATES.
   (a)   Rates to be charged for the discharge of waste to the City sewerage system and for the treatment of such waste shall be as follows:
      (1)   Effective January 1, 2021:

Rate* per each 100 cu. ft. of usage outside City limits $13.75
A service fee per bill (inside City limits) $12.40
A service fee per bill (outside City limits) $17.36
* For bills issued based on readings or estimated readings made on or after the effective date.
      (2)   Effective January 1, 2022:

Rate* per each 100 cu. ft. of usage outside City limits $14.35
A service fee per bill (inside City limits) $13.50
A service fee per bill (outside City limits) $18.90

      (3)   Effective January 1, 2023:

shall be charged a commercial charge which shall be determined on the basis of the following formula:
         Volume x (debt service charge) + volume x (base user charge) x (factor) = charge
      (2)   A laundry operation incidental to the principal use of the facility shall not bear a surcharge, provided that such laundry shall only apply to their on-site operation.
      (3)   Coin-operated laundries have been found to discharge wastewaters below normal sewage strengths and therefore shall not bear a surcharge. Other types of laundries will be considered industrial users except as noted in the preceding paragraph.
   (c)   A surcharge on industrial users with waste which has a strength stronger than the normal sewage shall be computed using:

with the surcharge factor computed per the 1998 sewer rate study prepared by the Superintendent of the Wastewater Pollution Control Plant and on file in the Council Clerk's office. The value to be used for BOD/COD shall be the higher of the value of BOD or 62.5% of the value of COD. The minimum industrial surcharge factor used shall be 1.00.
