The provisions of this chapter shall not apply to any member of the Civil Service Commission, Planning Commission, Board of Zoning Appeals, Board of Building Standards and Appeals, Board of Health, Park and Recreation Board, Clerk of Council or any other person who may be appointed to serve on any committee, board or commission without compensation. However, the representation and activities of the persons hereinabove described must not interfere directly with the performance of his duties on behalf of the City.
