1486.07   SIGN ALLOCATION.
   The following chart, Chart B: Signage Allocation, organizes the allocation of permitted signs within the various zoning districts. (Chart B can be found attached to Ordinance 2534. A copy of this ordinance is available in the offices of the Borough for public inspection during normal business hours.) These allocations regulations are also translated into provisions which can be found on the following pages.
   The following provisions describe the permissible allocation of signage types within the applicable zoning districts. Any lot and its accompanying business establishments are able to erect fewer than the permissible number of signs.
   (a)   C-1 Local Business District. (See also Section 1266.04 of the Ellwood City Borough Zoning Ordinance).
      (1)   Within the C-1 Local Business District, a ground-floor business establishment may have:
         A.   One of the following: wall sign, awning sign, combination of wall sign and awning sign, or marquee sign; and
         B.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         C.   One of the following: projecting sign, hanging sign or flag sign; and
         D.   One of the following: sculptural feature sign or sandwich board sign; and
         E.   One street address sign; and
         F.   One dedication sign; and
         G.   One incidental sign; and
         H.   One interpretive sign; and
         I.   Two of the following: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         J.   One yard sign, except when in accordance with Section 1486.12(b) or Section 1486.14.
      (2)   Within the C-1 Local Business District, a ground floor business establishment located on a corner lot may have:
         A.   One of the following per each street frontage: wall sign, awning sign, combination of wall sign and awning sign; or
         B.   One marquee sign; and
         C.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         D.   One of the following per each street frontage: projecting sign, hanging sign or flag sign; and
         E.   One of the following per each street frontage: sculptural feature sign or sandwich board sign; and
         F.   One street address sign; and
         G.   One dedication sign; and
         H.   One incidental sign; and
         I.   One interpretive sign; and
         J.   One of each of the following per each street frontage: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         K.    Two yard signs, except when in accordance with Section 1486.12(b) or Section 1486.14.
      (3)   Within the C-1 Local Business District, a non-ground floor business establishment may have:
         A.   One window sign per tenant whose graphic area does not exceed 15% of any one tenant’s window, and one window sign located on the window of the tenant’s ground-floor entry door whose graphic area does not exceed 15% of the window area.
         B.   One projecting sign.
      (4)   Within the C-a Local Business District, a non-ground floor business establishment located on a corner lot may have:
         A.   One window sign per tenant whose graphic area does not exceed 15% of any one tenant’s window, and one window sign located on the window of the tenant’s ground-floor entry door whose graphic area does not exceed 15% of the window area.
         B.   One projecting sign per each street frontage.
   (b)   C-2 Downtown Business District. (See also Section 1266.04 of the Ellwood City Borough Zoning Ordinance).
      (1)   Within the C-2 Downtown Business District, a ground-floor business establishment may have:
         A.   One of the following: wall sign, awning sign, combination of wall sign and awning sign, or marquee sign; and
         B.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         C.   One of the following: projecting sign or flag sign; and
         D.   One of the following: sculptural feature sign or sandwich board sign; and
         E.   One street address sign; and
         F.   One dedication sign; and
         G.   One incidental sign; and
         H.   One interpretive sign; and
         I.   Two of the following: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         J.   One yard sign, except when in accordance with Section 1486.12(b) or Section 1486.14.
      (2)   Within the C-2 Downtown Business District, a ground-floor business establishment located on a corner lot may have:
         A.   One of the following per each street frontage: wall sign, awning sign, combination of wall sign and awning sign; or
         B.   One or marquee sign; and
         C.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         D.   One of the following per each street frontage: projecting sign or flag sign; and
         E.   One of the following per each street frontage: sculptural feature sign or sandwich board sign; and
         F.   One street address sign; and
         G.   One dedication sign; and
         H.   One incidental sign; and
         I.   One interpretive sign; and
         J.   One of each of the following per each street frontage: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         K.   Two yard signs, except when in accordance with Section 1486.12(b) or Section 1486.14.
      (3)   Within the C-2 Downtown Business District, a non-ground floor business establishment may have:
         A.   One window sign per tenant whose graphic area does not exceed 15% of any one tenant’s window, and one window sign located on the window of the tenant’s ground-floor entry door whose graphic area does not exceed 15% of the window area.
         B.   One projecting sign.
      (4)   Within the C-2 Downtown Business District, a non-ground floor business establishment located on a corner lot may have:
         A.   One window sign per tenant whose graphic area does not exceed 15% of any one tenant’s window, and one window sign located on the window of the tenant’s ground-floor entry door whose graphic area does not exceed 15% of the window area.
         B.   One projecting sign per each street frontage.
   (c)   C-3 Gateway North District. (See also Section 1266.04 of the Ellwood City Borough Zoning Ordinance).
      (1)   Within the C-3 Gateway North District, a ground-floor business establishment may have:
         A.   One of the following: wall sign, awning sign, canopy sign, combination of wall sign and awning sign, combination of wall sign and canopy sign, or marquee sign; and
         B.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         C.   One of the following: projecting sign or flag sign; and
         D.   One of the following: sculptural feature sign or sandwich board sign; and
         E.   One of the following: ground sign or pole sign; and
         F.   One of the following: pylon sign or multiple-business sign; and
         G.   One street address sign; and
         H.   One dedication sign; and
         I.   One incidental sign; and
         J.   One interpretive sign; and
         K.   Two of the following: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         L.   One yard sign, except when in accordance with Section 1486.12(b) or Section 1486.14; and
         M.   One of the following: banner sign, pennant sign, air-activated sign or a set of blade signs (not to exceed 20 blade signs total and which are spaced at least 15 feet away apart from each other).
      (2)   Within the C-3 Gateway North District, a ground-floor business establishment located on a corner lot may have:
         A.   One of the following per each street frontage: wall sign, awning sign, canopy sign, combination of wall sign and awning sign, combination of wall sign and canopy sign; or
         B.   One marquee sign; and
         C.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         D.   One of the following per each street frontage: projecting sign or flag sign; and
         E.   One of the following per each street frontage: sculptural feature sign or sandwich board sign; and

         L.   One of each of the following per each street frontage: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         M.   Two yard signs, except when in accordance with Section 1486.12(b) or Section 1486.14; and
         N.   One of the following per each street frontage: banner sign, pennant sign, air-activated sign or a set of blade signs (not to exceed 20 blade signs total and which are spaced at least 15 feet away apart from each other).
      (3)   Within the C-3 Gateway North District, a non-ground floor business establishment may have:
         A.   One window sign per tenant whose graphic area does not exceed 15% of any one tenant’s window, and one window sign located on the window of the tenant’s ground-floor entry door whose graphic area does not exceed 15% of the window area.
      (4)   Within the C-3 Gateway North District, a non-ground floor business establishment located on a corner lot may have:
         A.   One window sign per tenant whose graphic area does not exceed 15% of any one tenant’s window, and one window sign located on the window of the tenant’s ground-floor entry door whose graphic area does not exceed 15% of the window area.
   (d)   C-3 Core Commercial District. (See also Section 1266.04 of the Ellwood City Borough Zoning Ordinance).
      (1)   Within the C-3 Core Commercial District, a ground-floor business establishment may have:
         A.   One of the following: wall sign, awning sign, combination of wall sign and awning sign or marquee sign; and
         B.   One window sign; and
         C.   One of the following: projecting sign or flag sign; and
         D.   One of the following: sculptural feature sign or sandwich board sign; and
         E.   One street address sign; and
         F.   One dedication sign; and
         G.   One incidental sign; and
         H.   One interpretive sign; and
         I.   Two of the following: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         J.   One yard sign, except when in accordance with Section 1486.12(b) or Section 1486.14.
      (2)   Within the C-3 Core Commercial District, a ground-floor business establishment located on a corner lot may have:
         A.   One of the following per each street frontage: wall sign, awning sign, combination of wall sign and awning sign; or
         B.   One marquee sign; and
         C.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         D.   One of the following per each street frontage: projecting sign or flag sign; and

      (3)   Within the C-3 Core Commercial District, a non-ground floor business establishment may have:
         A.   One window sign per tenant whose graphic area does not exceed 15% of any one tenant’s window, and one window sign located on the window of the tenant’s ground-floor entry door whose graphic area does not exceed 15% of the window area.
         B.   One projecting sign.
      (4)   Within the C-3 Core Commercial District, a non-ground floor business establishment located on a corner lot may have:
         A.   One window sign per tenant whose graphic area does not exceed 15% of any one tenant’s window, and one window sign located on the window of the tenant’s ground-floor entry door whose graphic area does not exceed 15% of the window area.
         B.   One projecting sign per each street frontage.
   (e)   C-3 Gateway West District. (See also Section 1266.04 of the Ellwood City Borough Zoning Ordinance).
      (1)   Within the C-3 Gateway West District, a ground-floor business establishment may have:
         A.   One of the following: wall sign, awning sign, canopy sign, combination of wall sign and awning sign, combination of wall sign and canopy sign, or marquee sign; and
         B.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         C.   One of the following: projecting sign or flag sign; and

         E.   One of the following: ground sign or pole sign; and
         F.   One of the following: pylon sign or multiple-business sign; and
         G.   One street address sign; and
         H.   One dedication sign; and

         A.   One of the following: wall sign, awning sign, canopy sign, combination of wall sign and awning sign, combination of wall sign and canopy sign or marquee sign; and
         B.   One of the following: projecting sign, hanging sign or flag sign; and
         C.   One ground sign; and
         D.   One street address sign; and
         E.   One dedication sign; and
         F.   One incidental sign; and
         G.   One interpretive sign; and
         H.   Two of the following: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         I.   One yard sign, except when in accordance with Section 1486.12(b) or Section 1486.14.

      (1)   Within the I Industrial District, a business establishment may have:
         A.   One of the following: wall sign, awning sign, canopy sign, combination of wall sign and awning sign, combination of wall sign and canopy sign or marquee sign; and
         B.   Window signs whose coverage do not exceed 15% of the total window area on the floor of which the windows are located; and
         C.   One of the following: projecting sign or flag sign; and
         D.   One sandwich board sign; and
         E.   One of the following: ground sign, pole sign or roof sign; and
         F.   One of the following: pylon sign or multiple-business sign; and
         G.   One street address sign; and
         H.   One dedication sign; and
         I.   One incidental sign; and
         J.   One interpretive sign; and
         K.   Two of the following: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and
         L.   One yard sign, except when in accordance with Section 1486.12(b) or Section 1486.14; and

      (2)   Within the I Industrial District, a business establishment located on a corner lot may have:

         F.   One of the following: ground sign, pole sign or roof sign; and
         G.   One of the following: pylon sign or multiple-business sign; and
         H.   One street address sign; and
         I.   One dedication sign; and
         J.   One incidental sign; and
         K.   One interpretive sign; and
         L.   One of each of the following per each street frontage: building sign, building directory sign, and/or directional signs (not to exceed four directional signs per lot); and

      (3)   Within the I Industrial District, a business establishment may have one billboard sign as a principal land use on its own lot permitted as a conditional use and subject to Section 1272.36.
   (i)   Residential Districts. (See also Section 1266.04 of the Ellwood City Borough Zoning Ordinance).
      (1)   Within any residential district, residential dwellings and permitted land uses may have:
         A.   One of the following per each street frontage: awning sign (as applicable), canopy sign (as applicable), hanging sign (as applicable), interpretive sign (as applicable), yard sign; and
         B.   One dedication sign; and
         C.   One street address sign.
