Upon the violation of any of the provisions of §§ 73.01 through 73.14 by any person, the person may be served with a citation to appear before the Chief Officer of the Juvenile Division of the Police Department, and the owner, if a minor, must be accompanied by 1 or more of his or her parents or guardians in answering the citation, or the owner may be prosecuted as provided by state law in the case of ordinance violations.
